Legal Process
Andor is a sovereign nation ruled by a monarch. As such, the realm is deemed to be embodied in the figure of the ruler as such. Therefore, any crime no matter how small can ultimately be traced or deemed to be an offence against the body of the monarch.
While most justice is carried out quickly and without much fanfare by local Magistrates or local Queensguard, some trials are held in local ‘courts’ or at the Caemlyn courts for major crimes or with figures of public note.
In this light, Andoran Magistrates are deemed to be representatives of the Crown, in communication with the Crown, acting in the name of the Crown. There is no real separation of powers.
While the prosecution acting on behalf of the crown in a trial where evidence is required are also acting in the name of the Crown, the burden is theirs to prove to the Magistrate (also of the Crown), that there is sufficient evidence to convict the accused of the crime.
Registered Magistrates:
There are no separate levels of the court system, but High Magistrates are the most experienced and qualified and tend to be reserved for landmark or unusual cases. Local justice may also be carried out by Nobles in their estates and holdings, especially where no Magistrates are present or within some days ride. Some crimes levy on the spot punishments by the Queensguard if caught in the act. There is a right to trial pursuant to legal process (below).

Court Process
1. Before an arrest is made, charges must be adequate pursuant with existing offences under Andor law unless arrested in the act by Queensguard.
2. Any questioning conducted on prisoners outside of a court trial is not to involve torture unless at the discretion of the monarch.
3. Andoran justice operates by a principle of swift execution where possible.
4. Unless justice is done immediately, the accused will be bailed at the discretion of the Magistrate or await trial in the cells.
5. The prosecution may call and prepare witnesses and call them at the discretion of the Magistrate.
6. The defence may question the same witnesses after the prosecution’s turn.
7. The defence may request to call their own witnesses if such is made formally to the Magistrate before the trial begins.
8. One has the right to be offered a defence justice (from the Crown), to defend oneself or appoint one.
9. One has the right to ask for a trial before a Magistrate for any crime, but note the penalty may end up being harsher than previous.
10. The purpose of a trial is to determine whether there is enough evidence to convict the accused under any of the existing charges layed against them.
11. Both prosecution and accused (or defence) are able to make a closing statement before the verdict. Closing statements should focus on confirming information gleaned and confirmed in the course of the trial in questioning witnesses rather than presenting anything decisively new.
12. There is no right to appeal, although the Queen can be petitioned in the name that the Magistrate has not effectively carried out her will. It might also be sought to petition Noble Houses with influence on the Queen.
Contempt of Court
1. In court, it is not permitted to make wild accusations and generalisations.
2. It is not permitted to continually interrupt statements made by witnesses.
3. Questioning or discussion outside the terms of the charges or irrelevant to the trial will not be permitted.
3. A valid objection may be raised by either the defence or prosecution if rules 1 or 2 are being abused without intervention of the Magistrate (then see rule 5).
4. The audience will not participate in a trial, but are there as witnesses.
5. The accused, defence or prosecution will not confer with anyone in the audience during the trial.
6. Application of these rules are determined by the Magistrate in the specific instance.
7. The Magistrate may confine any person to the jails for a period of 1 day to 4 weeks for contempt of court, there to await a new trial.

Case overseen by High Magistrate Bentyn.
I, High Magistrate Bentyn of Andor, find Mr Shan Mensbain guilty on the charges of endangering public life, threatening to destroy the Queen’s property and of inciting fear in the population (of Four Kings) using the one power in an aggressive manner in the case on the day of, X, in striking the tree in question with the one power and of not looking toward making sure it was afterwards, safe. This was proved by testimony from the 3 witnesses, Lumberjack Marcus, Child of the Light Guin, and Four Kings man Derick. The defence could not strike out the case in court.
Joase Sedai was the defence for Mr Shan Mensbain of the Black Tower.
Erint of Andor acted as prosecution in the name of Queen Morgase.
For the first and second offence the accused was charged to pay 10 crowns to the Court.
For the third offence of using the one power to incite fear in a population, questions were raised to Joase Sedai, in the court, and Child Guin.
The first was asked whether they wished to press Tower tradition in this matter in petitioning the Crown to have Mr Mensbain referred to the Red Ajah. Joase Sedai responded negatively. It was further clarified that he could not be taken to the Tower as a wilder due to ongoing clarification around the status of male wilders pursuant to the Dragon’s amnesty and verbal diplomatic negotiations between Andor and the Black Tower (although currently a non-recognised entity).
The Children of the Light chose not to present any new evidence at this time that would see Mr Mensbain surrendered to Amador.
It was therefore found that Mr Mensbain would be consigned to 10 public lashes in Four Kings as well as 8 weeks public service under the direction of the Queens Guard.

Due to the decline in White Tower - Andor relations, the emergence of the Dragon's Amnesty and on-going discussions between the Crown and Black Tower representatives, the trial of Shan Mensbain is the first case involving use of the one power to be conducted in an Andoran court and not immediately handed over to the White Tower.
