This fine sheet of paper has been carefully and meticulously prepared and no doubt copied. The print is uniform, neat and highly stylized in black. At the foot, is stamped the Red Rose & White Lion of Andor in thick wax. Beside this, is the signature of Queen Morgase Trakand as well as Lord Gaebril
Dedicated Gwyddion of the Black Tower,
This contract sets forth the terms in which an Infirmary might be constructed on a plot of land between Caemlyn and Four Kings:
- The suggested location is a plot of land equidistant between Caemlyn and Four Kings currently with sparse forest on the south side of the road. If cleared, it would provide some of the immediate timber for construction as well as offer a flat area of land.
- The land would be provided free of charge, though the Black Tower is expected to carry all construction costs.
- The Black Tower might host up to 10 of its members as official residents of the Infirmary at any one time.
- Visiting members do not count to that total unless deemed so by an Andoran liaison to be based also within the Infirmary’s vicinity.
- The liaison is to be a permanent member of the Queens Guard given accommodation and food within the Infirmary setting.
- The Infirmary may be constructed out of a combination of wood and stone.
- Accommodation quarters should be constructed out of wood.
- The construction of a well is permitted.
- The Infirmary and quarters are permitted to grow crops on the immediately surrounding land, so far as they do not extend to the public thoroughfare.
- A tax on any profits accruing from any activities of the Infirmary will be charged at the standard rate.
- A tax on any profits accruing from any activities of the Black Tower and farm in general will be charged at the standard rate.
- The Black Tower and farm will be subject to routine monthly inspections by the Queens Guard, generally merely check ups of past information that shouldn't interrupt daily activities.
- Any infringements against Andoran Law will be result in swift justice and harsh fines to be levied against the Black Tower coffers.
- This agreement also constitutes an agreement toward strong, healthy and friendly relations between Andor and the Black Tower
- As per the agreement, Queen Morgase Trakand or Lord Gaebril acting on her authority, may borrow up to 2/3 of those staff in the Infirmary for emergency duties in Andor relating to the provision of goods, civil unrest, or the need for healing in other parts of Andor
- No Andoran is to be turned away from the Infirmary. It is up to the discretion of the Infirmary Head as to whether its services are offered universally.
- Reports on the number of patients are to be sent every two months to the Halls of Justice, as well as any matters of complaint.
